Mr. Humphrey is Managing Principal and Project Manager of Metrocorp Development Enterprises, Inc. He has over twenty eight years of experience in program and construction management and project engineering for multi million dollar budgets. Herbert has extensive knowledge and skills in administration, sustainable communities planning, engineering management, asset management and construction management of public infrastructures and operations of ever increasing scope and responsibility with the public and private sector. He has extensive experience in re developments and new ground developments; design of roadway, water, sewer, storm drainage, detention, water quality, low impact development, pavement, and erosion control; construction observations, testing and monitoring, methods and sequencing; permitting through local, state, and federal jurisdictions, including but not limited to wetland permitting and mitigation, stream buffer impacts, floodplain management, archeological site assessment, mitigation and permitting. He has a proven success record as a highly competent Program Manager and consulting engineer who knows project development, implementation and how to manage people, time and resources to get the job done. He has managed program budgets for projects ranging from $25,000 to $51 million.
